It looks like the version reported by Windows after updating is 11.4.402.267, though the installed dll and ocx are indeed .278

Win7UltSP2 x64 reportins .278 after installing both the ActiveX and Plugin versions.

Interestingly Chrome v21.0.1180.89 (released 8/30) was released w/Flash 11.3.31.230; however, its now reporting .232.

OSX does not appear to be affected.

Any word on release notes?
