This port used by http://www.no-ip.com for client updates to server. No-IP is a dynamic DNS update client useful for establishing DNS names for dynamically-assigned IP addresses by ISP's. The client detects your ISP-assigned IP address, even from behind a firewall, and updates your DNS record with the latest info. Just one of many such services.
