Red Cross Asks Disaster-Area Residents to Unlock WiFi Networks (August 25, 2016)
Quoting SANS Newsbites:

Rescue workers at the earthquake site in Italy have asked local residents to disable passwords from their wi-fi networks to help rescuers and aid workers communicate.......

Folks on this site know how to do that. MANY people who have Wifi had it setup for them by Tech friends, relatives, or Tech Support from BestBuy, etc...
What would seem to me to be a good idea is a button on the Wifi router that could relax the unit for the users, for a predetermined period of time ( and pushed again re-enable ) possibly with a Red LED for security disabled, green led for security enabled). This would let anyone easily do the work.
