PHP 5.4.11 and PHP 5.3.21 released

The PHP development team announces the immediate availability of PHP 5.4.11 and PHP 5.3.21.
These releases fix about 10 bugs. All users of PHP are encouraged to upgrade to PHP 5.4.
PHP 5.3.20 is recommended for those wishing to remain on the 5.3 series.

I noticed that in the email (and in the diary entry above) they announced the version 5.3.21 but then say that version 5.3.20 (the previous version!) is recommended for people using 5.3.

Surely this is a typo? Do they mean that 5.3.21 (the just-released version) is the recommended version?
